docs: refresh CLAUDE.md weak spots after M1 test/CI work

sink 30%->85%, cmd 4.3%->34.5%, gitea CI + Makefile landed; remaining coverage
gaps are policy (66%) and tui (57%). Keeps the L1 router honest for future
sessions (same anti-staleness rationale as M0).
